At the National Assembly forum titled “Beyond Marginalization and Exclusion: Policy Priorities for LGBTQ+ Citizens,” held on December 9, 2025, participants discussed legislative and policy directions for resolving gaps in laws and systems affecting LGBTQ+ citizens. Presenters Sunwoo Yang, Director of the Korean Sexual-Minority Culture and Rights Center, and Horim Lee, Co-Representative of Rainbow Action Against Sexual-Minority Discrimination, pointed out that even though the LGBTQ+ population reaches approximately 2.3 million, equal rights are still not guaranteed across areas including health, care, housing, and education.

The discussion that followed included Minseok Jung, Chair of the LGBTQ Youth Crisis Support Center DDing Dong; attorney Hanhee Park, Co-Representative of Rainbow Action Against Sexual-Minority Discrimination; Kuylhee Kim, Director of the Kangdong Sacred Heart Hospital LGBTQ+ Center and a member of the Korean Association for LGBTQ Medicine; and Minsoo Kim, a researcher with the LGBTQ+ Housing Network. The panelists emphasized the absence of surveys on LGBTQ+ children and adolescents and the serious threat that discrimination and stigma in healthcare and education pose to mental health, and they proposed that an active national response is necessary.

Center Director Kuylhee Kim proposed the following seven policy priorities to guarantee LGBTQ+ people's right to access healthcare:

Reform national health-screening and health-insurance systems based on the anatomical organs a person has.

Include questions on sexual orientation and gender identity in national health surveys.

Educate healthcare professionals and introduce an “LGBTQ+-affirming care” certification system.

Establish safe environments for inpatient and emergency-department care.

Introduce designated-partner and healthcare-guardian systems.

Guarantee reproductive rights and sexual-health rights.

Provide National Health Insurance coverage for gender-affirming healthcare.
